Most agencies can start a GovIQ pilot without an RFP and without a purchase order. Here is exactly how, including the thresholds, the paperwork, and the parts we cannot promise.

Three ways agencies start

Pick whichever one matches how your agency actually buys. We have no preference and no minimum you have to clear to talk to us.

Purchasing card

Tell us your single-transaction limit and we scope a pilot to fit inside it. You see the product running on your own data before you commit to anything. One swipe, no solicitation, no purchase order.

Whatever your limit is, we work to it.

Micro-purchase

A larger first engagement that still sits below the threshold where competitive solicitation kicks in. Enough runway to prove the workflow across a full quarter rather than a sample.

The federal micro-purchase threshold is $15,000, effective 1 October 2025. Many states and localities mirror it.

Innovation program or RFP

Run it as a proof of concept with your innovation or technology office, where many agencies already hold discretionary funds for exactly this. Or put it out to solicitation and we will respond.

We also work through partners holding established contract vehicles, where that is the easier path for your agency.

What a pilot includes

  • Your own calls or documents, not a canned demo dataset
  • A scoring rubric or extraction schema configured to your agency
  • Your secure tenant, provisioned within 24 hours
  • Unlimited supervisor or reviewer accounts
  • Minimum 60 days, so you see a real cycle rather than a first impression
  • Your data deleted or exported at the end, your choice, if you do not continue

What it does not include

We would rather set this out now than discover it in week six.

  • ·Writing back into your system of record. Ingestion during a pilot is one way only.
  • ·Custom integration work. That is scoped separately once the workflow is proven.
  • ·A commitment from you. A pilot converts to an annual plan only if you decide it should.
  • ·Backfile conversion. Historical scanning and cleanup is a separate conversation.

Do you need an RFP?

Often not, at the size most agencies start at. The general pattern looks like this.

This is a general pattern, not legal advice. Thresholds vary by state, by locality, and sometimes by funding source. Your own procurement code governs, and we are happy to work to whatever it requires. If your purchasing office tells you something different from this table, they are right and we will follow their process.

If your agency needs a sole-source justification

Writing one is nobody's favourite afternoon. If your purchasing office requires a justification, tell us and we will send a draft your team can edit rather than starting from a blank page.

We will also tell you plainly when we do not think a sole-source case is defensible for your situation. A justification that does not hold up creates a problem for you, not for us.

Grounds that tend to hold up

  • Scoring against your agency's own rubric rather than a licensed third-party protocol
  • Supervisor override with a logged audit trail, addressing the validation and calibration obligation in Section 6.3 of APCO/NENA ANS 1.107.2-2025
  • Recorder-agnostic ingestion that does not require replacing your logging recorder or changing your system of record
  • Continuity where a pilot has already been run and evaluated under your own procurement rules

How we price

Pilots are scoped to fit your purchasing-card limit or your innovation budget, so you can see the product working on your own data before you buy.

Annual plans are priced on volume and scope: how many calls or documents you actually process, the coverage level you want, and what you need integrated. We set the number with you rather than sending you to a page and hoping you fit one of the boxes.
